Cook County in Illinois has decided to include Chinese in voting ballots in some of its districts for November 2002 election. The decision was made in compliance with the minority provision of the Voting rights Act of 1965, as amended in 1975 which mandated bilingual ballots and oral assistance to those who spoke Spanish, Chinese, Japanese, Korean, Native American languages, and Eskimo languages. In 1982 the Act was also amended to clear statutory language surrounding the purpose and intent prong of Section 2. The amendment provides that proof of discriminatory purpose or intent was not required under a Section 2 claim. Cook County will join other six areas in the United States which use Chinese language in ballots. According to census, there are more than 77,000 Chinese Americans of which 48,000 are in Cook County.
