Fuming Fong, 67, an electric engineer, was detained in China charged with "obtaining state secrets" when he went to China on a business trip. It was reported on February 15 in The New York Times that a letter signed by the entire New Jersey Congressional delegation to President Bush urging him to help release Fong, a naturalized American citizen. According to Jerome Cohen, a New York lawyer specialized in human rights issues in China, Chinese officials have been ignoring their own legal code, which requires, among other things, that judgement be rendered no more than 75 days after a case has been accepted. Mr. Fong's case was first accepted on September 27, 2001.
