A law suit had been filed in Chicago by a Chinese citizen in Chicago and a U.S. citizen from Massachusetts against Chinese President Jiang Zemin and the Falun Gong control Office, an agency Jiang allegedly established to suppress Falun Gong. The complaint alleged Falun Gong practitioners in China had suffered abuses including genocide and torture at the hands of Chinese officials carrying out the dictates of the Falun Gong Control Office. In a 24-page ruling issued Friday, September 12, U.S. District Judge Matthew Kennelly dismissed that claim for lack of jurisdiction and also dismissed the claim against Jiang, saying he has sovereign immunity, which guards a head of state from legal proceedings in a foreign country.
