S.B. Woo of 80-20 reports the striking information about the glass ceiling over Asian Americans. 80- 20 has FORMALLY presented the information, established after months of intensive studies, to Labor Secretary Elaine Chao.
2.1 million Asian Americans work for "private industries," or "universities" or "the Federal government," as defined by the Federal Government. They have the WORST chance to rise to the top, when compared with Whites, Blacks, Hispanics, Native Americans, and women. Here is what 80-20 has reported to Sececretary Chao and asked for help: "Asian Americans have only 55% of the chance to rise to the top rank in the private Industries (1.9 million Asian American workers), 41% of the chance in the universities (70,000 Asian American workers), and 30% the chance in the Federal government (86,000 Asian American workers), as compared with that of an average American worker in the same positions i.e. the national average. " Woo also informed Secretary Chao that the above conclusions were drawn from "federal government data, easily accessible on web sites.
Woo is certain that Secretary Chao knows that she has the OBLIGATION to either point out why 80-20 is wrong or go to bat for the millions of Asian Americans using Executive Order 11246.
What is Executive Order 11246? Here is an exact quote from a 2003 Department of Labor document (Pam. OFCCP 7), entitled "Three Decades of Commitment To Nondiscrimination & Equal Employment Opportunity" "Executive Order 11246, as amended This order, signed by President Lyndon B. Johnson in 1965, prohibits discrimination in hiring or employment opportunities on the basis of race, color, gender, religion, and national origin. It applies to all contractors and subcontractors holding any federally assisted contracts worth more then $10,000. In addition, the Executive Order requires contractors and subcontractors with a contract of $50,000 or more, and 50 or more employees, to develop a written affirmative action program, that sets forth specific and result-oriented procedures to which a contractor commit itself to apply every good faith effort.
