Lie-Ping Chang, M.D. promoted to brigadier general


Reports Chinese newspaper World Journal (Sept. 27, 2005), Army Reserve Col Lie-ping Chang was promoted to the rank of brigadier general. His nomination for brigadier general by the President was announced by Secretary of Defense Donald H. Rumsfeld onApril 29.

Dr. Chang is a board certified osteopathic family physician and has been practicing family medicine in Alexandria, Virginia since 1982. He has been an active member of the U.S. Army Reserve Medical Corps since 1981. Currently he serves as Commander of the 2290th U. S. Army Hospital (Reserve) at Walter Reed Army Medical Center, Washington, D.C. Dr. Chang was appointed by Governor Warner to the Virginia Military Advisory Council in September, 2002 and appointed as the Military Aides-de Camp to the Governor in March, 2003. He served as a member on the Advisory Committee, Virginia State Board of Medicine to assist with the health care policy formulation and regulatory issues from 1992 to 2001. He also served as the President of Virginia Society ?American College of Osteopathic Family Physicians (1985-1990). He was elected as Fellow of the American College of Osteopathic Family Physicians in 1988. His teaching appointments include Clinical Associate Professor from the University of Health Sciences College of Osteopathic Medicine in Kansas City, Missouri.

Dr. Chang received a BA degree in Biology from The Catholic University of America, Washington, D.C., a Doctor of Osteopathic Medicine degree from Kirksville College of Osteopathic Medicine in Kirksville, Missouri and Master of Public Health degree in Health Administration from Loma Linda University, Loma Linda, California. His military education includes the Army Medical Department Officer Advanced Course, The Armed Forces Combat Casualty Care Course, U.S. Army Chemical & Biological Management Course, U.S. Army Command and General Staff College, National Defense University Reserve Components National Security Course, and he graduated from the U.S. Army War College with a Masters degree of Strategic Studies in 2001.

During Dr. Chang's 22 years of military service, he was deployed to Germany with the 322nd General Hospital for the REFORGER Exercise in the Fall of 1984, and he was called to a 5 month active duty to support Operation Desert Shield/Desert Storm in 1992. He was promoted to Colonel in February, 2001. Dr. Chang has been very active in community civic activities and served as director of the Alexandria Rotary Club, Secretary-Treasurer of the American Cancer Society Alexandria Board, and a Board member of the Alexandria YMCA. Dr. Chang is married to Bernadette Yong.
