Thomas To Shen (1926-2005)


Born on August 14, 1926, in Chia-Shing, Zhejiang, China, Dr. Shen received BS in civil engineering from St. John's University (Shanghai) in 1948, MS in sanitary engineering, Northwestern University in 1960, and Ph.D. from Rensselaer Polytechnic Institute in 1971. His doctoral thesis deals with the effects of additives on nitric-oxide emissions from a small oil burner.

Dr. Shen is an independent environmental advisor with more than 30 years of environmental research and teaching experiences. He served as senior sanitary engineer, New York State Health Department (1966-70), senior research scientist, New York State Department of Environment (1970-83) and taught graduate courses at Columbia University (1981-93). . He has been active in technical committees of various professional and international activities. He has lectured at more than 30 universities and research institutes as well as conducted environmental seminars and workshops in the United States, Asian and European countries. For the past 15 years, he has been promoting and lecturing environmental auditing, life-cycle analyses, waste minimization planning, pollution prevention theory and practices, and clean production.

Dr. Shen served as a consultant to the USAEP, United Nations' Development Program and World Health Organization on environmental projects and as a member of U.S. EPA's Science Advisory Board. He visited several dozen industrial plants and discussed their environmental problems with plant managers in various developing countries. Dr. Shen was a technical reviewer for President Bush's First and Second Annual President's Environment and Conservation Challenge Awards in 1991 and 1992. He was an advisor of the Taiwan EPA's Environmental Planning Program and the Industrial Technology Research Institute's Environmental Research Program.

A recognized expert on toxic chemicals, hazardous waste management, and pollution prevention, Dr. Shen authored and co-authored five books, four book chapters, more than one hundred articles, reports, documents, and training manuals for short-courses. His article, "Pollution prevention concept and policies" was published as Chapter 9 in the Standard Handbook of Environmental Science, Health, and Technology. His book well-known in the field pollution is Industrial Pollution Prevention Book (2nd ed. Springer-Verlag, 1999). The first edition was translated into Chinese by the Foundation of Taiwan Industry Service in Taipei and into Korean by the Sigma Press in Seoul of Korea.

Dr. Shen has been awarded many honors including chairman of the Sub-Committee of Air Pollution, American Academy of Environmental Engineers; chairman of Air Measurement and Monitoring Committee of the Air and Waste Management Association; chairman of the New York State Council of the American Society of Civil Engineers; board director of the Chinese Institute of Engineers; president of the Overseas Chinese Environmental Engineers and Scientists Association; Board Director of the Chinese American Academic and Professional Society; president of the Phi Tau Phi Scholastic Honor Society, East American Chapter, National Award of Industrial Waste Minimization Excellent Performance (Taiwan's Ministry of Economic Affairs and environmental Protection Administration in Taipei, 1993), and the Frank Chamber Scientific Award at the International Air & Waste Management Association Annual meeting (1993).

Dr. Shen is listed in a number of biographies, such as Who's Who in Environmental Engineering and Who's Who of Overseas Chinese.

Dr. Shen passed away on March 27, 2005.
